ABSTRACT. The article examines international legal standards for the protection of the rights of persons belonging to vulnerable population groups. The concept is formulated, the signs and types of international legal standards for the protection of the rights of persons belonging to vulnerable population groups are analyzed. The theoretical provisions known to the doctrine of international law regarding international legal standards for the protection of the rights of persons belonging to vulnerable population groups are generalized. It is concluded that with the help of such features as: 1) the peculiarities of the legal establishment of international legal standards for the protection of the rights of individuals and 2) the direction of action of the international institutional mechanism for the protection of the rights of individuals, it is possible to form an idea of which groups of individuals fall under the definition of «vulnerable» in international law and international legal relations. The author’s version of the catalog of persons belonging to vulnerable population groups from the point of view of international law has been provided.

A system of major international agreements is defined, the norms of which are aimed at establishing international legal standards for the protection of the rights of persons belonging to vulnerable population groups. The organizational aspects of the international institutional mechanism for the protection of the rights of individuals through the activities of the Convention Committees for the Protection of the Rights of Individuals belonging to vulnerable population groups are studied.

The problematic issues of compliance with international legal standards for the protection of the rights of persons belonging to vulnerable population groups during armed conflicts are analyzed. The opinion is substantiated that international legal standards for the protection of the rights of persons belonging to vulnerable population groups, firstly, expand the catalog of persons belonging to vulnerable population groups to those persons who, in accordance with international humanitarian law, fall under the concept of victims armed conflicts; secondly, the international legal standards for the protection of the rights of persons belonging to vulnerable population groups are concentrated in norms that have an imperative nature and are subject to strict and unquestionable compliance.
