ABSTRACT. The central values of the European Union are democracy, freedom, equality, human rights, the rule of law and respect for human dignity. Historical processes have led to modern political and social thought standards, which are now enshrined in international legal treaties. These standards have become the basis of modern democracies around the world. The events of the 2014 Revolution of Dignity in Ukraine testify to the desire of the Ukrainian people for a democratic transition and the establishment of European values in Ukrainian society, where human rights and freedoms are guaranteed. Ukraine’s European choice is imperative for the country’s further development. There is no alternative to this decision for Ukraine. In 2014, the government signed agreements promoting cooperation and partnership between countries and creating political alliances and economic integration. The Euro-Atlantic vector of Ukraine’s development was enshrined in the preamble of the Constitution of Ukraine. The President of Ukraine is the guarantor of implementing the national strategic line to achieve full membership in the European Union and NATO. The issue of protection of human and citizen rights and freedoms arises in the context of Russia’s full-scale war against Ukraine and its temporary occupation of part of the Ukrainian territory. The research is focused on the theoretical and legal foundations of human rights in the system of fundamental European values. They investigate the content and nature of these rights by studying European legal and philosophical creativity. As a result, the central fundamental values of the EU, such as equality and freedom, are explored.

Such universal values as the rule of law, democracy, human dignity and respect for other people’s rights were analysed. European integration processes in Ukraine were also considered, and their essence and content were revealed. The study found that all member states share the EU’s founding principles. Such values are peace, justice, equality and pluralism; they are popularised through educational programs. The popularisation of these universal values among the Ukrainian people is extremely important.
