ABSTRACT. The authors have noted that there are problematic issues regarding the assessment of damage and losses related to the provision of public safety and order in the conditions of martial law. To date, there are no developed methods for determining monetary damages resulting from military operations. The attention has been paid to the fact that the specified problem is complex, therefore, calculations must be performed by separate constituent elements and segments. The emphasis has been placed on the fact that an individual approach and the development of individual models are necessary for the calculation of each constituent element.

The authors have proposed to take into account four components in order to determine and assess the involved damage and losses: human losses, costs for the payment of one-time monetary assistance, material losses directly to law enforcement agencies and costs for the disposal of damaged equipment and property. As the main concept in the calculation of human losses, it is proposed to adopt the one where the emphasis is placed on the qualifications of law enforcement officers and persons of rank and file. Payment of one-time cash assistance to employees of law enforcement agencies should be made on the basis of current regulations and documents, depending on the degree of injury (contusion, trauma, mutilation) received during the defense of the Motherland during the period of martial law.

The calculation of material losses should include material and technical resources, including security (control, alarm system), as well as office equipment, etc. In the calculation of losses of fixed assets, it is necessary to take into account what can be written off from the balance sheet: real estate, equipment, vehicles and other property belonging to fixed assets. An explanation of their features and calculation is given for each component.
