ABSTRACT. The article examines the legal aspects of the National Police’s activities under martial law. The article also raises the issue of training future police officers in higher educational institutions of the Ministry of Internal Affairs, which is an integral part of forming a complex of knowledge, skills and practical skills in cadets regarding future professional activities during various official and emergency situations.

The authors emphasized that the direct maintenance of public order by internal affairs bodies under martial law is inextricably linked to the violation of constitutional rights and freedoms of a person, this, in turn, requires the presence of special skills and abilities in handling firearms and special means from law enforcement officers. The role of the National Police in ensuring public security and public order, in particular the internal security of the state, occupies one of the most important places in the conditions of martial law. The National Police is working intensively in the conditions of war, because law enforcement officers record new criminal and administrative offenses every day, are on duty at checkpoints, carry out evacuation of the population, check documents, search for saboteurs, inspect vehicles, combat looting, etc. Therefore, the direct provision of Ukraine’s internal security depends to a decisive extent on the effectiveness of their professional activities in the conditions of martial law.

The article summarizes a number of opinions of scientists, as well as an analysis of the norms of current legislation, which made it possible to make proposals for further improvement of the training of future police officers in higher educational institutions of the Ministry of Internal Affairs of Ukraine with specific training conditions. In order to optimize the activities of the police, including during martial law, the legislators made a decision to expand the powers of the National Police under martial law, and also allowed police officers to officially use weapons against the russian military without restrictions, in addition, the number of grounds for stopping the vehicle (for the period of martial law and 60 days after its end).
